PROVIDENCE, R.I. (WPRI) ? The Senate approved legislation on Wednesday that will prohibit property owners from requiring both ?devocalization? and ?declawing? of dogs and cats as a condition for tenants.
The bills sponsor, Senate Majority Leader Dominick Ruggerio, called the surgical procedures inhumane and potentially dangerous to pets.
?Devocalization? is a surgical procedure that involves opening a pet, usually through the throat or mouth to cut the vocal cords. ?Declawing? involves amputating the last knuckle of each of a cat?s toes.
Ruggerio introduced the bill in order to ?end animal abuse? in Rhode Island and violators could face fines up to $1,000, be barred from owning or possessing any animals, or be required to take humane education classes.
Last September, California was the first state to approve similar legislation.
The bill is now headed to the House of Representatives for consideration.
