Iraqi protesters wounded after warning shots fired

(AP) ? An official in Iraq's western Anbar province says two people have been wounded after bodyguards for a senior Sunni politician began shooting to disperse angry anti-government protesters.

Anbar provincial council member Talib Hamadi al-Dulaimi told The Associated Press the shooting happened near Ramadi Sunday during a visit by Iraq's Deputy Prime Minister Saleh al-Mutlaq. Sunni protesters have been rallying in the area for more than a week to protest over perceived second-class treatment by the Shiite-led government.

Al-Dulaimi says a dispute broke out and shots were fired after demonstrators insisted the Sunni official show support for their protest by submitting his resignation from the government.

Gunfire continued to ring out and protesters were seen throwing rocks at the entourage as it left the area.

Al-Mutlaq's office had no immediate comment.

Congressional Executive Commission on China Examines Persecution of Falun Gong

WASHINTON DC -- The Congressional-Executive Commission on China held a hearing on the Falun Gong persecution Tuesday, December 18, with witnesses and experts testifying on the anatomy of the persecution, including the gruesome practice of killing prisoners of conscience to sell their vital organs.

Din of hammers, oil wells signal Bakersfield boom

BAKERSFIELD, Calif.?For most of its existence, Bakersfield has inhabited that awkward in-between place. Not as sophisticated as Los Angeles, just over the Tehachapi Mountains to the south, not as wealthy as its longtime economic rival Fresno, equidistant to the north.

But as many communities continue to struggle economically, good things are happening in this place best known for endless oil fields and the "Bakersfield Sound"?a twangy style of steel guitar music made popular by hometown country crooners Buck Owens and Merle Haggard.

Bakersfield and surrounding Kern County find themselves in lofty positions on key national lists measuring economic vitality: No. 1 metro area for long-term private sector job growth, No. 1 county for construction gains and No. 1 large metro area for annual economic growth.

Cheap land, affordable housing, proximity to Los Angeles, a location that's within a three-hour drive of 90 percent of the state's population, and a planning department that doesn't throw up roadblocks are driving the region's economic revolution, business leaders say.

Caterpillar's new parts distribution center at the confluence of Interstate 5 and Highway 99, the state's two major north-south transportation arteries, went from handshake to grand opening last August in just eight months. It joined 35 other logistics centers near there such as Ikea, Frito Lay, Dollar General, Famous Footwear and Target, drawn to the county because it is

a one-day turnaround for truckers delivering from San Francisco to San Diego.

The demand for industrial and office space has left Kern County with little inventory.

"Everything is moving," said David Wagner, contractor Wallace & Smith's superintendent on a 28,000-square-foot business complex that's now a skeleton of I-beams. "The developer already has tenants for this and it won't open until April."

The contractor just finished a 160,000-square-foot cold storage facility in Delano, a NASCAR-style racetrack and a regional blood bank. It has four apartment complexes under construction and will break ground in February on a minor league baseball stadium.

Electrician Bryce McCall wondered during the downturn whether he had chosen the right profession. Not anymore.

"My wife and I would discuss whether I would be better off going to the oil fields," he said as he drilled wiring conduits in a new garage at a new development. "Now the jobs are happening and we're starting to pick up."

There's such an active business climate that this fall the Kern County Economic Development Corporation and Bakersfield Californian newspaper bucked industry trends by launching a print paper, the Kern Business Journal, now on its second edition. A new east-west freeway through the middle of town is paved and close to opening.

Long reliant on agriculture and oil, there's diversity of industries emerging, with renewable energy and aerospace gaining a foothold.

At the Mojave Air and Space Port in southeast Kern County, Virgin Galactic's SpaceShipTwo preps for the day it will carry passengers into suborbital space, and Paul Allen's Stratolaunch Systems is building the world's largest aircraft?one that will carry rockets with commercial cargo and, eventually, passengers to the edge of space.

The wider, extended runway the company needs already was built. The space port complex has 400 acres pre-approved for construction.

Despite the progress, hurdles remain. Unemployment in the county is 12.4 percent, down from 16.2 percent in December 2010 but still above the statewide average of 9.8 percent. And Bakersfield still is a hard sell for some.

Two years ago, State Farm consolidated its insurance centers in Rohnert Park in the Bay Area and Fresno into its Bakersfield office. The company expected that 35 percent of the Rhonert Park workers would take the transfer. After taking bus tours of the city with its vibrant downtown and tree-lined neighborhoods, 70 percent of the workers took the transfer.

"People come here and they say, 'Oh my God, there are amenities and people can speak full sentences.' It's the perception versus the reality," said Richard Chapman, president of the Kern County Economic Development Corporation.

Chapman said the area's workforce, while reliable, needs to be better educated and trained. Many young people tend to go away to college and not come back. "We have 100 job openings for welders, but companies aren't going to train you," Chapman said.

Bakersfield has boomed before?it saw huge population and economic growth when the economy surged in the late 1990s and into the early years of the new century. But it fell hard when the bottom dropped out of the housing market. Now, it's housing that's helping to make the city attractive again.

The median price of a three-bedroom home is $130,000?down from $216,000 in 2007?which makes the region appealing to employers looking to relocate.

It's also a cheap place to do business. In a recent analysis of the taxes and fees charged by 421 U.S. cities, the annual Kosmont-Rose Institute Cost of Doing Business Survey rated Bakersfield a "low cost" city for doing business. Los Angeles was rated "very high cost."

Much of the boom Bakersfield is enjoying is because high oil prices and new technology for extraction have revived the $10 billion industry that seemed dried up 25 years ago when Kern County set out to diversity its economy and expand its tax base. Some estimates place up to 80 percent of California's oil under Kern County soil, with an estimated 12 billion barrels trapped in shale, the largest deposit of any county in the nation. Today's $100-a-barrell prices have inspired the innovation needed to extract it.

Chevron is expanding its offices, and other oil companies and related industries are eying land for development.

Kern County also has embraced 21st century energy by pre-zoning project areas for wind and solar. The value of wind energy projects is assessed at $7.5 billion. Wind will generate 3,000 new Kern County jobs this year, the industry estimates.

Recently, philanthropist and retired oil executive Gene Voiland bought the Bakersfield Blaze, a Class A farm team of the Cincinnati Reds. His stadium project is part of a new high-end shopping complex on the affluent west side of the city. PG&E is removing an antiquated oil-burning power-generating plant to clear 200 prime acres for the project.

"I've moved here four times while I was in the oil business, and I'm retired here because I thought it was the best place I've ever lived," he said. "It's a good town. People do their jobs."

'Twilight' named worst movie of all time

No one knows bad movies like alums of "Mystery Science Theater 3000" -- and they say that Bella and Edward's vampire love makes for the worst movie -- er, movie series -- of all time.

Former MST3Kers Mike Nelson, Kevin Murphy and Bill Corbett now riff on bad movies as Rifftrax, and have published a list of the 20 films they pick as the Worst Movies Ever.

Of the "Twilight" series, the riffers write, "There?s a lot to cover in this vast,?sprawling film series?so let us try to boil it down for you: 'Mumble mumble mumble moon eyes. Mumble mumble mumble mumble lay in a field. Mumble mumble mumble perv on a baby. Mumble.'"

Rifftrax offers humorous commentaries for all of the "Twilight" films except "Breaking Dawn Part 2," which they'll surely cover when it's released on home video.

"Yes, as the new girl, she'll fit right in by driving Fred Sanford's truck," they crack when Bella (Kristen Stewart) drives her old red pickup to school. And when Edward (Robert Pattinson) throws her a piercing gaze, Nelson notes, "That look is from the 'Guy You Alert the Flight Attendant About Collection.'"

The 1997 superhero film "Batman and Robin" fills Rifftrax's No. 2 slot, with Halle Berry's "Catwoman" at No.3 and "Spider-Man 3" at No.4. Some of the films are lesser-known to mainstream moviegoers yet favorites to Rifftrax and MST3K fans, including "Birdemic: Shock and Terror," "The Room" and "Santa and the Ice Cream Bunny."

And that "Mystery Science" classic "Manos: The Hands of Fate," redone by Rifftrax in theaters this summer, makes the list at No. 21. The Rifftrax version of "Manos" will hit theaters again Jan. 24.

A vehicle driven by a suicide bomber exploded at the gate of a major US military base in eastern Afghanistan?on Wednesday, killing the attacker and three Afghans, Afghan police said. The Taliban claimed responsibility for the attack.

Police Gen. Abdul Qayum Baqizai said a local guard who questioned the vehicle driver at the gate of Camp Chapman was killed along with two civilians and the assailant. The camp is located adjacent to the airport of the capital of Khost Province, which borders Pakistan.

Chapman and nearby Camp Salerno had been frequently targeted by militants in the past, but violent incidents have decreased considerably in recent months.

Taliban spokesman Zabihullah Mujahid said in an e-mail that the bomber targeted Afghan police manning the gate and Afghans working for the Americans entering the base. He claimed high casualties were inflicted.

NATO operates with more than 100,000 troops in the country, including some 66,000 American forces. It is handing most combat operations over to the Afghans in preparation for a pullout from?Afghanistan?in 2014. Militant groups, including the Taliban, rarely face NATO troops head-on and rely mainly on roadside bombs and suicide attacks.

NATO forces and foreign civilians have also been increasingly attacked by rogue Afghan military and police, eroding trust between the allies.

On Tuesday, the Interior Ministry said a policewoman who killed an American contractor in Kabul a day earlier was a native Iranian who came to?Afghanistan?and displayed "unstable behavior" but had no known links to militants.

The policewoman, identified as Sgt. Nargas, shot Joseph Griffin, of Mansfield, Georgia, on Monday, in the first such shooting by a woman in the spate of insider attacks. Nargas walked into a heavily-guarded compound in the heart of Kabul, confronted Griffin and shot him once with her pistol.

The US-based security firm DynCorp International said on its website that Griffin was a US military veteran who earlier worked with law enforcement agencies in the United States. In Kabul, he was under contract to the NATO military command to advise the Afghan police force.

The ministry spokesman, Sediq Sediqi, told a news conference that Nargas, who uses one name like many in the country, was born in Tehran, where she married an Afghan. She moved to the country 10 years ago, after her husband obtained fake documents enabling her to live and work there.

A mother of four in her early 30s, she joined the police five years ago, held various positions and had a clean record, he said. Sediqi produced an Iranian passport that he said was found at her home.

No militant group has claimed responsibility for the killing.

The chief investigator of the case, Police Gen. Mohammad Zahir, said that during interrogation, the policewoman said she had plans to kill either the Kabul governor, city police chief or Zahir himself, but when she realized that penetrating the last security cordons to reach them would be too difficult, she saw "a foreigner" and turned her weapon on him.

There have been 60 insider attacks this year against foreign military and civilian personnel, compared to 21 in 2011. This surge presents another looming security issue as NATO prepares to pull out almost all of its forces by 2014, putting the war against the Taliban and other militant groups largely in the hands of the Afghans.

More than 50 Afghan members of the government's security forces also have died this year in attacks by their own colleagues. The Taliban claims such incidents reflect a growing popular opposition to the foreign military presence and the Kabul government.

Movie Review: 'Parental Guidance' ? CBS Philly

PHILADELPHIA (CBS) ? Parental Guidance is a family comedy that tugs on the heartstrings as it tickles the parent-child funny bone.

Well-matched old pros Billy Crystal and Bette Midler play Artie and Diane Decker.?? He?s a baseball announcer for a minor league California baseball team ?- a job he loves ? who has just been shown the door.? She?s a former TV weathercaster who wishes they had more contact with their daughter and three grandchildren.

Their daughter and son-in-law, preposterously progressive parents living in Atlanta (played by Marisa Tomei and Tom Everett Scott), ask them to watch their three kids (Bailee Madison, Joshua Rush, and Kyle Harrison Breitkopf) for five days in their high-tech home while they?re away on a business trip/much-needed vacation.

Grumpy Artie is unenthusiastic about the idea, but Diane sees it as a chance for them to come out from under their long-distance label as the ?other grandparents.?

But their old-school childrearing ways don?t match the Type-A ?helicopter? parenting that their coddled grandchildren are used to getting.

Director Andy Fickman (You Again, The Game Plan, She?s the Man, Race to Witch Mountain) raises his game with this pleasantly watchable comedy, working from a connect-the-dots script by screenwriting spouses Lisa Addario and Joe Syracuse that, hoping to play like a companion-piece ?Grandparenthood? to Ron Howard?s Parenthood, stays on the charted path throughout.

Crystal, also a producer, appears in his first live-action film since 2002?s Analyze That, working in enough of his trademark shtick to leave his effective but perhaps overly self-centered footprint all over the finished product.

Crystal and Midler easily display their sharp, skilled comic timing, and the three kids hold their own opposite them.

(AP) ? Author Dennis Lehane is offering an unusual reward for the person who finds his family's beloved missing beagle.

Lehane says he'll name a character in his next book after whoever finds Tessa, who disappeared from the family's home in Brookline, Mass., this week.

He says on his Facebook page that Tessa jumped a fence at the home, and even though she has been micro-chipped, she was not wearing her tags.

Asia stocks rise as Japan gets new government

BANGKOK (AP) ? Asian stock markets rose Wednesday as traders snapped up stocks before the end of the year, while the Tokyo benchmark hit a nine-month high after a new, pro-business government prepared to assume leadership in a country plagued for years by economic lethargy.

Japan's Nikkei 225 index surged 1.5 percent to close at 10,230.36 as a further weakening yen gave momentum to the country's major exporters. That was its highest close since March 27.

Incoming Prime Minister Shinzo Abe has put pressure on the Bank of Japan to raise its inflation target from 1 to 2 percent to extricate the country from two decades of deflation ? continually dropping prices ? which has deadened economic activity.

Abe named a new Cabinet on Wednesday, following the resignation of Prime Minister Yoshihiko Noda's government. Abe has urged the central bank to take steps to dampen the strength of the country's currency. ?He didn?t want to do it,? Sutton says. ?At the time, Ford had no good cars at all. But he and his PR chief decided he would go and give a speech about the most boring subject they could think of. At the time, that was safety. He practiced speaking in the most boring way possible, using the passive voice and long sentences. He put up charts that were hard to read, and then turned his back to the audience to talk about the charts. After that, the press lost interest in him for a while, so he could concentrate on doing the work.?

Lawmakers play waiting game with "fiscal cliff" deadline in sight

WASHINGTON (Reuters) - With only a week left before a deadline for the United States to go over a "fiscal cliff," lawmakers played a waiting game on Monday in the hope that someone will produce a plan to avoid harsh budget cuts and higher taxes for most Americans from New Year's Day.

Though Republicans and Democrats have spent the better part of a year describing a plunge off the cliff as a looming catastrophe, the nation's capital showed no outward signs of worry, let alone impending calamity.

The White House has set up shop in Hawaii, where President Barack Obama is vacationing.

The Capitol was deserted and the Treasury Department - which would have to do a lot of last-minute number-crunching with or without a deal - was closed.

So were all other federal government offices, with Obama having followed a tradition of declaring the Monday before a Tuesday Christmas a holiday for government employees, notwithstanding the approaching fiscal cliff.

Expectations for some 11th-hour rescue focused largely on Senate Minority Leader Mitch McConnell, a Republican, in part because he has performed the role of legislative wizard in previous stalemates.

But McConnell, who is up for re-election in 2014, was shunning the role this year, his spokesman saying that it was now up to the Democrats in the Senate to make the next move.

"We don't yet know what Senator Reid will bring to the floor. He is not negotiating with us and the president is out of town," said McConnell's spokesman, referring to Senate Majority Leader Harry Reid, a Democrat. "So I just don't know what they're going to do over there," he said.

Two-day-old tweets on leadership websites told the story insofar as it was visible to the public.

House Speaker John Boehner's referred everyone to McConnell. McConnell's tweet passed the responsibility along to Obama, saying it was a "moment that calls for presidential leadership."

Reid's tweet said: "There will be very serious consequences for millions of families if Congress fails to act" on the cliff.

The next session of the Senate is set for Thursday, but the issues presented by across-the-board tax hikes and indiscriminate reductions in government spending, were not on the calendar.

The House has nothing on its schedule for the week, but members have been told they could be called back at 48 hours notice, making a Thursday return a theoretical possibility.

However, aides to the Republican leaders in Congress said there were no talks with Democrats on Monday and none scheduled after negotiations fell off track last week when Boehner failed to persuade House Republicans to accept tax increases on incomes of more than $1 million a year.

"Nothing new, Merry Christmas," an aide to Boehner responded when asked if there was any movement on the fiscal cliff.

SCALED-BACK EXPECTATIONS

If there is some last-minute legislation, Republicans and Democrats agreed on Sunday news shows that it will not be any sort of "grand bargain" encompassing taxes and spending cuts, but most likely a short-term deal putting everything off for a few weeks or months, thereby risking a negative market reaction.

A limited agreement would still need bipartisan support, as Obama has said he would veto a bill that does not raise taxes on the wealthiest Americans.

On Monday, Texas Senator Kay Bailey Hutchison urged fellow Republicans to be flexible.

"We're now at a point where we're not going to get what we think is right for our economy and our country because we don't control government. So we've got to work within the system we have," she told MSNBC.

Two bills in Congress could conceivably form the basis for a last-minute stopgap measure.

Last spring, Republicans in the House passed a measure that would extend Bush-era tax cuts for everyone, reflecting the party's deep reluctance to increase taxes.

The Democratic-controlled Senate passed a bill in August, extending lower tax rates for everyone except the wealthiest Americans - a group defined at that point as households with a net income of $250,000 or above. Obama has since increased that to $400,000 a year, in an effort to win Republican support.

Analysts say Democrats might be able to get the backing of enough Republicans in both the House and Senate, especially if they are willing to raise the number to $500,000.

Under that scenario, lawmakers might also put off spending cuts of $109 billion that would take effect from January and agree to Republican demands for cuts in entitlement programs such as Medicare and Medicaid, the government-run health insurance plans for seniors and the poor.

However, with only a few work days left in Congress after Christmas, there is a good chance that no deal can be worked out and tax rates would then go up, at least briefly, until an agreement is reached in Washington.

"We may go off the cliff on January 1, but we would correct that very quickly thereafter," Democratic Representative John Yarmuth told MSNBC.

The prospects of the United States going over the fiscal cliff dampened enthusiasm on Wall Street for a "Santa rally" in the holiday season, when stocks traditionally rise.

The Dow Jones industrial average dropped 51.76 points, or 0.39 percent, in Monday's shortened holiday session.

Failure to work out tax rates in the coming days would cause chaos at the Internal Revenue Service, said analyst Chris Krueger of Guggenheim Securities.

"Next weekend is going to be a total, total debacle," he said. The IRS is unlikely to have enough time to revise its tables for withholding taxes.

"The withholding tables are sort of like an aircraft carrier, you can't turn the thing on a dime." he said.

Ranchers split over US border security plan

NOGALES, Ariz. (AP) ? When Dan Bell drives through his 35,000-acre cattle ranch, he speaks of the hurdles that the Border Patrol faces in his rolling green hills of oak and mesquite trees ? the hours it takes to drive to some places, the wilderness areas that are generally off-limits to motorized vehicles, the environmental reviews required to extend a dirt road.

John Ladd offers a different take from his 14,000-acre spread: the Border Patrol already has more than enough roads and its beefed-up presence has flooded his land and eroded the soil.

Their differences explain why ranchers are on opposite sides of the fence over a sweeping proposal to waive environmental reviews on federal lands within 100 miles of Mexico and Canada for the sake of border security. The Border Patrol would have a free hand to build roads, camera towers, helicopter pads and living quarters without any of the outside scrutiny that can modify or even derail plans to extend its footprint.

The U.S. House approved the bill authored by Utah Republican Rob Bishop in June. But prospects in the Democratic-controlled U.S. Senate are extremely slim and chances of President Barack Obama's signature even slimmer. Homeland Security Secretary Janet Napolitano testified in Congress this year that the bill was unnecessary and "bad policy."

Still, an idea that House Republicans kicked around for years has advanced farther in the legislative process than ever before and rekindled discussion over how to balance border security with wildlife protection.

The debate raises some of the same questions that will play out on a larger scale when Congress and the president tackle immigration reform: Is the U.S. border with Mexico secure, considered by some lawmakers to be a litmus test for granting legal residency and citizenship to millions? Has the U.S. reached a point of border security overkill?

Heightened enforcement ? along with a fewer available jobs in the U.S. and an aging population in Mexico ? has brought Border Patrol arrests to 40-year lows.

The U.S. has erected 650 miles of fences and other barriers on the Mexican border, almost all of it after a 2005 law gave the Homeland Security secretary power to waive environmental reviews. The administration of President George W. Bush exercised its waiver authority on hundreds of miles after years of court challenges and environmental reviews delayed construction on a 14-mile stretch in San Diego.

The Border Patrol, which has doubled to more than 21,000 agents since 2004, has also built 12 "forward operating bases" to increase its presence in remote areas. Instead of driving long distances from their stations every shift, agents stay at the camps for several days.

Lots more needs to be done, according to backers of Bishop's bill to rewrite rules on millions of acres of federal land managed by the Interior and Agriculture departments, including more than 800 miles bordering Mexico and 1,000 miles bordering Canada. The bill would waive reviews required under the National Environmental Policy Act, the Endangered Species Act and 14 other laws in dozens of wilderness areas, national forests and national parks.

"It's a paralyzing process now," Bell, 44, said as his GMC truck barreled down a dirt road on a 10-mile stretch of his ranch that borders Mexico. "They wanted to put this road in for a decade, probably even longer. They broke ground on it last year."

Bell, a burly, third-generation rancher who leases his land from the Agriculture Department, acknowledges there are noticeably fewer border crossers since the government built a fence on the eastern part of his ranch, near Nogales. In the ranch's west end, the Border Patrol opened one of its camps in 2005 ? a collection of shipping containers that agents use as a base while alternating 12-hour shifts.

Yet migrants continue crossing in some rugged reaches that are well outside of cellphone range. Bell says waiving environmental reviews within 100 miles of the border may be unnecessary but that a 25-mile zone would help immensely.

"There are areas where the agents can't get to," he said. "By the time they get out of the station and get to these remote areas, then hike another two or three hours just to get close to the border, they have to come back because their day is pretty much eaten up. It's really difficult when there's no access out there."

Ladd, a fourth-generation rancher whose spread near Douglas is in a flatter, more easily traveled area of mesquite-draped hills, thinks the Border Patrol has gone far enough. The agency installed four 80-foot camera towers on his land about six years ago. In 2007, it completed a fence along the 10.5 miles of his ranch that borders Mexico.

Rainfall that runs downhill from Mexico is stopped by debris caught in the mesh fence and an adjoining raised road, Ladd says. The water is diverted to other areas, causing floods and soil erosion on his property.

Ladd, 57, thinks the bill would allow the Border Patrol to "run roughshod" over ranches and farms.

"Be careful what you wish for, they're going to tear it up," Ladd tells other ranchers. "Once they get in, it pretty well turns into a parking lot. It's really hard to get them out."

Ladd says the 37 miles of roads on his ranch are enough for the Border Patrol's needs. "Why do you need new ones?" he asks.

The Interior Department raised concerns in a survey of Arizona's Cabeza Prieta National Wildlife Refuge last year that found nearly 8,000 miles of off-road vehicle trails, blaming much of it on smuggling and Border Patrol activity. It urged the Border Patrol to rely on tools like radars and cameras, which are less threatening to wildlife.

Critics of the Border Patrol's growth have long called new fences, roads and other infrastructure a threat to Sonoran pronghorn, Mexican grey wolves, jaguars and other border wildlife.

A Government Accountability Office report in 2010 offered fodder for both sides of the debate. It found Border Patrol supervisors generally felt land laws didn't hinder them on the job but that the agency sometimes encountered roadblocks. An unnamed agency took four months to review a Border Patrol request to move a camera tower in Arizona, by which time traffic had moved to another area.

Rep. Raul Grijalva, an Arizona Democrat who has led opposition to the bill that has largely split along party lines, calls the effort a disguised step toward repealing environmental laws.

"The border has become a very convenient excuse to go after laws that have been on the books for four or five decades," he said. "You plant your flag on the 100 miles (of border) and then build from there."

Bishop dismisses that criticism as a scare tactic and a "lousy argument."

"Sovereign countries control their borders. Anything that stops us from that is a violation of why we are a nation," he said.
